i18n: Spinning off translation/localization groups. #125

I'm going to great a repo for each language community. The repo's issues can be used a collaboration endpoint for translation efforts.

Each repo will also have a new team attached. Anyone who raises their hand here will be added to the team of their choice :)

This method of organizing the localization efforts is experimental, if it doesn't work we'll try something else :)

Please comment here if you'd like to be added.

FYI, this great new documentation now exists for doing website translations. The new build process should make doing these much easier :)

Ok, localization repos/teams have been created and everyone here has been added to the ones they mentioned.

If anyone else wants to be added or we have more localizations let me know :)

@kosamari Can you pitch in your thoughts on the topic of localization teams I wrote about in #246? I think it's an issue we need to discuss, and (if I'm not mistaken) you're in charge of the i18n stuff right now. Would be nice to hear your thoughts.
