I can't think of a more open platform for chatting about Invest in Open Infrastructure than Gitter: https://gitter.im

Gitter will host chat rooms for free and you can "liberate" your data from Gitter using their APIs. In the past I've had good luck using https://github.com/minrk/archive-gitter which calls into these APIs.

It's also possible to install and self-host Gitter but it's not especially easy: https://gitlab.com/gitlab-org/gitter/webapp/issues/254
