some events / tooltips don't respond well to touch events. @joshkh and I did some thinking and come up with the following plan:

When in im-tables, on event

HOVER over: display tooltip
CLICK on link in cell: navigate to report page / external link
TOUCH cell: display mobile-optimised tooltip replacement (modal maybe?) with option to navigate to report page for the cell.
