The expected representation is:
target("spirv.JointMatrixINTEL", %element_type, %rows%, %cols%, %scope%,
%use%, (optional) %element_type_interpretation%)

TODO: figure out, how to deal with the switch from old API (Matrix has Layout) to new API (Layout was removed)
