Enhance releases order in github

Create 1 release for each version with all the installers only (.msi, exe, .dmg) for each country this one will be published and shared with the consortium. (it will have 14*3=42 assets.... or 14*2=28 if we exclude .exe)
Create 1 release for each country and version -debug that will contain all the current assets (blockmap, .yml, etc)

Regarding this, Hugo said that it's not an easy task and it'll require manual configuration. Electron builder let you customize some configuration about publishing, but no so much (https://www.electron.build/configuration/publish). So we have to follow the same current steps that we're doing now without --publish flag, and add our own publish command following Github's API
