Add check of timers to scheduler self check #8587

Add the following test to the scheduler self-check api endpoint:

verify that
- if at least the deploy timer is not a cron expression
- every resource is exactly one of the following
  - in the work
  - has a timer running
  - is compliant (if the repair timer is a cron expression)
