Show ancestors while offline on TaxonDetails #2536

Currently when you view a taxon while offline, we show almost nothing, even though we know its ancestor IDs. We should show what we can.1

While offline, show al the ancestor taxa on TaxonDetails if and only if we have all of them in the local database.
