There are several open issues and no activity for months or even years. Is that gem still a thing?

It's more like dead rather than alive. There was about 6 API changes in last 6 rubocop gem versions, so it means that the best solution is to rewrite ducalis from scratch without using rubocop at all. It's quite complicated problem to solve and I still have no bravery and time to do it.
