option to disable zoom on icons when mouse is over them

Whether or not you have the zoom animation enabled or not, the dock still activates a secondary zoom that increases the size of the icon when you hover the mouse over it, about 5-10% enlargement. That changes from on to off, and is annoying and unnecessary when you are already using the normal and main zoom animation.

Currently there is no way to disable it in the options.
