Technically yes, but those games (except top gear 1 & 2) uses special chips, in this case Tales of Phansasia (and probably Star Ocean won't boot, but it normally boots without the S-DD1 with garbled graphics) doesn't work, probably because it doesn't support the mapper for that game.

If a game doesn't work (and it uses the .SFC file extension) change the file extension to .FIG

PS: Tales of Phantasia still won't work.
