Allow number of servos exceed pwm outputs, if servo protocol is sbus_pwm #10276

This will allow INAV to support 18 servos when using set servo_protocol = SBUS_PWM

I hope I find the time and test this with my clouds where I already use all 12 PWM and can test it with a gimbal over sbus :D
