The fixed backlog controller could be nicely enhanced with a few small alterations that would greatly help users:

The initial sleep time that may be overridden would be much more useful if a user could instead specify a starting TPS. This is much more intuitive for a user.
The debug message that indicates the current difference between the target and actual transaction backlog is reported as a "backlog error". This can be misleading. It would be better if the message was more indicative of a "target backlog delta" (ie, do not use the work error)
