Detailed description according to the following.

The service or application that you want to submit an issue to
iCloud on macOS

What feature and where in the system
macOS -> System Preferences -> Apple ID -> iCloud -> Contacts
macOS: Version 12.5.1 (In fact, this problem has existed in previous generations of macos)

Current Status
There is no prompt now, please check the following video, I think lots of people will not know what happened.

reproduce

  • Open app System Preferences on macOS
  • Turn on Screen time

screen_time_on

  • Go to System Preferences -> Apple ID -> iCloud
  • Try to uncheck Contacts, you will get the error.

The way you want it to be
A prompt or an alert, like it does on iOS

When I tried to uncheck Contacts on iOS, when Screen Time is on, I will get an alert.

Reason
Because of the lack of prompts and the inability to uncheck contacts, users will think that this feature is not working properly.

Additional context
In fact, the feature is working properly, the reason for this problem is screen time, turn off screen time that can fix this.
