Resize the game render view when the window is resized.

Use proper device type detection (Mobile/Xbox/Desktop) instead of relying on architecture.

Xbox is set as DEVICE_TYPE_TV for now.

Use default (latest) toolset, which allows compiling on VS2019. (Although you can't directly deploy apps to Windows 10 Mobile on VS2019, the appx package generated will work fine)

Removed dependency to 16299 SDK, the whole project can compile with only 17763 SDK.

this correctly resize the render view when the Window is resized
