Cloud providers are starting to offer ARM instances which are cheaper per core than Intel/AMD x86.

However:

Need to set up autobuild of vbrowser for ARM
Chrome is not currently available for ARM--Chromium is but this comes with widevine content issues
May be more cost effective to set up large ARM instances and use the Docker VM Manager
