Add stimulus:manifest:update to the tasks description #128

The helpful tool stimulus:manifest:update is great at what it does, but it doesn't appear in the list when you use rails -T or rake -T under the stimulus section. I always have to search for it. Adding this issue so I can start a PR for this.
