Error while creating a rule when bulk runtime is changed before reordering the services. #189

Current behavior

When we create a rule, there is an option to change the runtime in bulk and a new feature to reorder the service is introduced in the latest release. When we change the bulktime and then reorder the service, it gives back an error. "Failed to schedule service, hence other jobs are not updated".
It works as expected when we reorder the jobs first and then change the runtime.

Expected behavior

The user should be able to change the runtime before reordering the services.

Steps to reproduce the issue

  1. Give threshold value and click on save threshold rule.
  2. Change the runtime from the bulk editor.
  3. Reorder the services randomly.
  4. Click on Schedule job
