The existing implementation allows project managers to force-load certain imagery layers as default on iD editor, but still novice users switch to other imagery from time to time, resulting in inaacurate data if imagery is out-of-date.
Is it possible to hide other imagery layers in iD's background settings and only make the force-loaded imagery available to the editors?

iD editor doesn't offer such a possibility. I created an issue on the iD repository (openstreetmap/iD#7018) after this get through we can do the part on the side of the TM.
