Auto generated messages/notifications

Within the ongoing work with @hotosm/major and @fitoria, we want to define some autogenerated messages that are send out to mappers. This is related to the regular updates that shall be send to project managers (#1377).

First ideas:

• When projects are completed we could alert the users and thank them for their contributions
• maybe completeness levels (over 50%, 75%)
• when other contributions are submitted to the projects where the user is active
• announce new projects for campaigns that the user has already participated in

In addition I would like to propose similar projects. Either by region or topic.

This can be easy turn into a lot of messages, and I we might scare our users away (from reading messages).

Announce new projects for campaigns that the user has already participated in

I like the idea a lot. And this is related to the first message, when we potentially want to recommend similar projects. How do we define similarity (now and after the redesign),
