clicking on the dialect window when its already open should close the window, not open another instance.
in addition it would be nice to have an X to close the window like on mobile, maybe more intuitive

To Reproduce

Steps to reproduce the behavior:

1. Go to the honey app
2. Click on the dialect bell icon
3. click on the icon once more
4. See error

Expected behavior
should have closed the dialect window
