Proposed change

Bump bimmer_connected to 0.16.4.

This is related to #129667.
It "breaks" login to the BMW north america region, as a captcha is now required (and an exception raised). However it isn't a breaking change, as the login was broken already. Users with a valid refresh token can still use the integration.

In addition to the dependency bump, required exception handling and tests for Config Flow and Coordinator from #129667 have been added.
