builder for NeedleRule

fluent builder exists only for NeedleTestRule, not NeedleRule.

What is the builder for? There is almost no parameterization of the NeedleRule, so is it worth to work with Fluent API?

1. synchronicity ... we have 2 rules to support and both should allow the same instantiation methods
2. "no parameterization" is not quite true ... we allow a wild combination of InjectionProviders and InjectionProviderInstancesSuppliers for rule set up. And fluent API/builder is the best way to configure this in a "one-line" rule instantiation.
