[Feature request] System uptime notification

Sometimes, a (remote) system may reboot unexpectedly due to a crash or a power hiccup. Currently, notifications are only sent when the system is detected as being offline. However, if the system restarts quickly, there’s no notification because Beszel didn’t register that it was ever offline.

It would be helpful to implement a feature that sends a notification whenever the system's uptime resets to 0.
