Temporarily remove annotation processors for HTTP and FaultTolerance from the repository.

This is to make sure we release these when we have our Helidon declarative mode well designed. If we keep it in repository for 4.0 release, we may need to do backward incompatible changes, which would break our versioning contract.

We should also check other modules that are not needed for release.
