Well, if I'm reading the motivation right; be aware that the hackage doc-builder uses a different environment than hackage matrix-builder (unfortunately matrix-builder never took over doc-generation so far, so the two facilities remain independent for now). If however you actually want to extend the matrix-builder environment, you can take a look at https://github.com/haskell-CI/hackage-matrix-builder/blob/master/worker-setup/worker-base/Dockerfile cc @gbaz

So then I'd have to modify https://github.com/haskell-infra/hackage-doc-builder-config/blob/master/packages.txt it seems!
