alpha1: destroy count isn't correct (but functionally works fine)

Terraform Configuration Files

I used the config from #19167

Expected Behavior

Should show "1 destroyed"

Actual Behavior

Shows "0 destroyed":

Steps to Reproduce

Apply then destroy.

Additional Context

While the count is wrong, it functionally works fine, so this is a UI issue.
