Terraform Version

Terraform v0.12.0-dev (009534d1016cd3b1d0d911f151520b04f8db453a)
+ provider.aws v1.40.0-5-g4f24bc8b7

Terraform Configuration Files

I used the config from #19167

Expected Behavior

Should show "1 destroyed"

Actual Behavior

Shows "0 destroyed":

2018-10-27 at 8 26 pm

Steps to Reproduce

Apply then destroy.

Additional Context

While the count is wrong, it functionally works fine, so this is a UI issue.
