ECS task definition feature incorrectly requiring that a field is set

The PR in #11030 was incorrect, but has been merged into master.

Using this placement constraint, I get:

  placement_constraints {
    type = "distinctInstance"
  }

Using Terraform v0.8.3-dev (e373b95+CHANGES) I get:
* aws_ecs_task_definition.foo: "placement_constraints.0.expression": required field is not set*

On Amazon AWS this is valid, however:

"placementConstraints": [
    {
        "type": "distinctInstance"
    }
