Improve example testing to allow validating all examples

Currently, the scripts/check_examples.sh script skips validation for examples that require providers other than the alpha provider because we using the -plugin-dir option when doing terraform init. We should improve the script to specify a plugin_cache_dir in terraformrc so we can skip the plugin-dir option and enable validation of all examples.
