Increase character limit for names of Cloud Functions from 48 to 63 #5088

Via the GCP console, Cloud Functions' names are limited to 63 or fewer characters. This provider, however, fails validation for Cloud Function names larger than 48 chars.

'Error: "name" cannot be longer than 48 characters'

Secondarily yet related, it'd also be great if the subsequent error would include the offending name value for which validation failed.
