API behavior:
Not specifying
subscriptions_limit
means allow unlimited per user subscriptions.When
subscriptions_limit
is specified as0
, it means the maximum number of subscriptions allowed is 0.Currently, the Terraform behavior is to omit the
subscriptions_limit
when it is specified as0
, which means allow unlimited per user subscriptions.This is inconsistent with the API behavior. Therefore, submit this PR to allowsubscriptions_limit
to be set to0
