Description

API behavior:

  • Not specifying subscriptions_limit means allow unlimited per user subscriptions.

  • When subscriptions_limit is specified as 0, it means the maximum number of subscriptions allowed is 0.

Currently, the Terraform behavior is to omit the subscriptions_limit when it is specified as 0, which means allow unlimited per user subscriptions. This is inconsistent with the API behavior. Therefore, submit this PR to allow subscriptions_limit to be set to 0.
