Description

The Azure API for inventory policies supports setting this filter for container scoped rules [1], and rules created through the Azure portal will contain a filter block even if you don't set any filters. This is preventing us from using container rules in terraform at all.

Potential Terraform Configuration

Should be able to keep the same format for the `filter` block, just don't throw an error if we try to use it with container rules. Only restriction there is that only `prefix_match` should be supported.
