Whilst this has previously been exposed as a float, the API accepts an integer and this has been bugfixed in the Swagger as such we'll handle this as an integer

This PR also includes a breaking change to
azurerm_stream_analytics_output_blobwhere the fieldbatch_min_rowsis now an integer rather than a float - since this has been updated in the Swagger (and at least in the tests/examples we have, this is used as an integer).
