Currently the documented limit here is https://www.terraform.io/docs/providers/azurerm/r/postgresql_server.html#storage_mb is 1 TB and https://www.terraform.io/docs/providers/azurerm/r/mysql_server.html#storage_mb is 1 TB.
This is incorrect, Azure Database for PostgreSQL and MySQL have increased storage limit to 4 TB for General Purpose and Memory Optimized.
