fix: Add missing security policy names for aws_transfer_server

Description

This PR is to add support for the following security policies which are missing for the aws_transfer_server resource:

• TransferSecurityPolicy-FIPS-2024-05
• TransferSecurityPolicy-Restricted-2018-11
• TransferSecurityPolicy-Restricted-2020-06

Referred to Security policies for AWS Transfer Family servers for full list of supported security policies. Also checked the aws-sdk-go-v2 repo to see whether there is an enum for security policies (there isn't).
