[Enhancement]: Add provisioned throughput support to aws_bedrockagent_agent_alias resource

Description

This enhancement request is for adding the provisioned_throughput argument to the routing_configuration block in the aws_bedrockagent_agent_alias resource. Adding the argument is not hard per se, but testing would be challenging since PT is practically inaccessible to most non-enterprise users due to its cost and commitment.
