[New]: Data source aws_cognito_identity_pool

Corresponding data source for resource: https://registry.terraform.io/providers/hashicorp/aws/latest/docs/resources/cognito_identity_pool.html

Describe call requires id. Would have to ListIdentityPools then evaluate if name is in results and then call DescribeIdentityPool using the ID from List call
