[New Resource]: Redshift Authorize Data Share

Description

Through the Redshift Data API Datashares can be requested (as mentioned in #24499), but these need to be accepted in the Redshift UI on the consumer side. An API is exposed for this and functionality exists in the AWS Go SDK.
