[Enhancement]: importing aws_ses_active_receipt_rule_set

Thanks to all the maintainers.

Current Provider has no way to import aws_ses_active_receipt_rule_set
https://registry.terraform.io/providers/hashicorp/aws/4.54.0/docs/resources/ses_active_receipt_rule_set

I have created the following PR and it has been reviewed and approved but not yet merged.

What else is needed to merge this PR?
