Add ca_cert_identifier property to aws_rds_cluster_instance

Description

2 months ago, the ca_cert_identifier property was added to the aws_db_instance resource (original issue thread for this change is here). This feature request is to add the same property to the aws_rds_cluster_instance, which are instances found in Aurora clusters. This would simplify our certificate maintenance if such a property was available.

Hi @Streadz 👋 Thank you for submitting this. The ca_cert_identifier addition for the aws_rds_cluster_instance resource has recently been merged (via #10954) and will release with version 2.44.0 of the Terraform AWS Provider tomorrow. See also the CHANGELOG for other recent changes that may be pending release.
