Track current memory usage, memory.usage_in_bytes, in addition to
memory.max_memory_usage_in_bytes and friends. This number is closer
what Docker reports.

Let's comment the root source of this metric on the field in client/structs since the plumbing spans so much code from source to exposing it via the Nomad API.

Merging as-is and will follow up with comment and potentially turn string literals into const references.
