When starting or stopping an allocation for a given task, we need to issue NodePublishVolume and NodeUnpublishVolume calls respectively. These need to prepare the volume for use by a specific allocation. The result of these calls needs to then be returned to the allocrunner so that tasks may use the mountpoint information to bind into tasks.
