This PR:

  • Refactors the alloc health watcher
  • Emits task events when allocation's are unhealthy to explain why

Need to add a bunch o' doctrings to the new methods.

No need for the break but maybe add a comment mentioning this is the "not-healthy-by-deadline" case.
