Nomad version

Nomad v1.2.6

Issue

Deployments fail when allocations of a job are in a non eligible node, even if the changes to those allocations are in-place.

Reproduction steps

$ nomad agent -dev
$ nomad init
# change example alloc count to 2
$ nomad run example.nomad
# set node to ineligible
# change example alloc count to 1
$ nomad run example.nomad

Expected Result

Deployment complete and OK, allocation removed from ineligible node.

Actual Result

Deployment fail and no allocation changes, the 2 allocations remain on the ineligible node

I've just merged #12264 and that'll ship in the upcoming Nomad 1.3.0. Thanks @jorgemarey!
