The /operator/scheduler endpoint gives us scheduler tunables. During incident response with heavily loaded Nomad clusters, it may be useful for operators to reduce the number of scheduler workers temporarily to reduce the rate of new plans being generated and give the eval broker a chance to catch up. Add this option to the API.
