Add gitlab-ci runner pack

I actually have a custom container built from the official Gitlab image floating around somewhere internally that I have used for deploying runners to Nomad which is modified to handle automatic registration/deregistering when spun up and down. I'll try and dig up the project and brush the dust off and see what I can come up with.

autoscaling gitlab-ci isn't just scaling gitlab-ci runners, but implementing a custom executor dealing with nomad to deploy workers on the fly https://docs.gitlab.com/runner/executors/custom.html
