This is basically the same as hashicorp/nomad#12894.

I think 172.17.0.1 isn't the right loopback, so I tried 10.88.0.1, and that didn't work either. Any ideas?

Ahh, sorry, I got it. I had to let dnsmasq listen on the podman0 interface.
