split deployment and namespace as two separate concepts

We want to have deployment and namespace as two separate concepts. Currently, we are making the two synonymous. Below is a list of items that should take place, please add more if needed, and they can be converted to separate GitHub Issues, or if needed can create multiple PRs and relate them back to this GitHub Issue.

1. add a deployment flag into the deployment create subcommand, it will be required and used when saving to local config
2. update local config to store the deployment name as the key and the namespace is a property within the object
3. update cluster connect subcommand to take a --deployment flag instead of a --name flag
4. update all of the subcommands that are currently leveraging --namespace and instead use --deployment
