Changing "to date" time in range selector not firing onchange #191

I have a range plugin date picker and when I am changing time for to date onchange is not getting fired

Steps to reproduce:

Select to date in range picker and select both date and time

On change event will fire
Now only change time for "to date"

Expected: On change should fire
Actual: On change is not firing

Version Used: 3.9.0 (I tried upgrading to latest version as well but no help)
Platform: Window/Chrome
Mode: Range
