Update feedback form content for launch

We need to revise the contact form after the public comment period is over so that its clear how and when people should use it.

We are not removing the current sentence, we will get guidance from TDM about how we are going to route the email between two choices:

1. send them directly to the email address or
2. send it to a customized form.

Xander will speak with the project review team about how they would like to get correspondence about projects and get back to us.

Bonnie: Discussion is feasibility first, then design comes up with some potential solutions. Feasibility Questions to answer: can they choose from selecting the open project they have now, or multiple projects they have saved? Design questions: how might that work design-wise?

A multi-select drop-down would be added to the feedback page that will show different projects and when a project is selected, it will add a hyperlink that takes them directly to page 5 (the summary page of the project that they have selected)
