Two dropdowns to be updated

1. Single NC Search

Currently the text is 'search'

Update to 'Type Neighborhood Council'

2. Compare NCs

Currently the text is 'search'

Update to 'Type Neighborhood Council' when neighborhood is selected ; Update to 'Type City Council District' when City Council District is selected

Darken the text in both the dropdowns one level (Rightnow not very visible)
